It is easily missed because there are a limited number of persuasion attempts offered in the game, with difficulties ranging from very easy to very hard. The solution here is simple, don't blacksmith too much. Basically certain quests have triggers on damage thresholds and if you kill the NPC too quickly it will break the scripting.
